Municipal boundaries do not necessarily align with the 49th Congressional District. Note that White is a race and Non-White represents all races other than white, including African American, Asian, American Indian, Alaskan Native, and people who identify as two or more races. Hispanic is an ethnicity that can overlap with race. Therefore, percent white plus percent non-white equals 100% of the population, while percent white plus percent non-white plus percent Hispanic is greater than 100%.
